Texas Small Business Council
Our Texas Small Business Council consists of small business owners from various industries across the state. Council members volunteer their time and entrepreneurial expertise at board meetings, public events and in the media to help Small Business Majority identify and address the biggest issues facing small businesses today.

Jaja Chen
Jaja Chen is a second-generation Taiwanese American entrepreneur and Licensed Clinical Social Worker based in Waco, Texas. She is the co-founder and co-owner of Cha Community, a boba tea small business with multiple locations in Waco and Temple, TX. Founded in 2018 with her spouse, Devin Li, Cha Community began as a pop-up at the Waco Downtown Farmers Market and has grown into a thriving business with three cafes and two food trucks. Cha Community's mission is to bridge cultures and create community through premium boba, drinks and fast-casual Taiwanese and Chinese food.
In addition to running a growing small business and serving her community as a trauma/EMDR therapist in private practice, Jaja is a passionate advocate for minority-owned enterprises, civic engagement, and sustainability. She has testified before the U.S. House of Representatives on behalf of immigrant-owned small businesses and co-founded the Asian Leaders Network non-profit organization, which organizes Asian community events and cultural festivals in Waco, Texas.
Jaja has been nationally recognized for her entrepreneurial leadership as a Tory Burch Foundation Fellow, James Beard Foundation WEL alum, and Cha Community has been awarded the Square 50 and Forbes Next 1000 small business recognition amongst other honors. Outside of business, Jaja also currently serves on the board of Keep Waco Beautiful and chairs the Asian Leader Network.

Luis Delgado
Luis Delgado is the founder and president of The Critical Update Inc, a leading IT and cybersecurity firm dedicated to protecting small and mid-sized businesses across Central Texas. With over two decades of experience in technology and business strategy, Luis is deeply committed to helping entrepreneurs not only survive the ever-evolving threat of cyberattacks, but to also use technology as a tool to enable growth.
What drives Luis is more than technology—it’s people. He understands that when we support small business owners, we support job creation, strengthen families, and build healthier communities. That belief is the foundation of his work: providing business owners with the practical tools, cybersecurity strategies, and risk management insights they need to grow.
Luis’s passion for empowering entrepreneurs extends far beyond his company. He serves on the Board of Directors of the Economic Growth Business Incubator (EGBI), an Austin-based nonprofit that helps under-resourced entrepreneurs—many of whom face language, financial, or educational barriers—build sustainable businesses. His work with EGBI reflects his commitment to economic development and the well-being of the community.
He also serves on the Board of the Greater Austin Hispanic Chamber Foundation, where he actively supports its mission to advance economic mobility through the Chamber’s five strategic pillars: education, health & wellness, economic development, leadership, and civic engagement. Luis believes that by investing in these areas, we create opportunities for Hispanic business owners and professionals to lead and uplift their communities.

Amber Grey
Amber Grey is a first-generation Latina entrepreneur, wellness advocate and founder of Om To The Next Creatives, a Texas-based business that blends public speaking, in person & remote yoga flows, and mindfulness programming for individuals of all ages.
Her career began in the skies as a Delta flight attendant based in NYC, where she developed her interpersonal finesse and resilience in high-pressure environments. She later transitioned into the tech industry, bringing her relationship management skills to enterprise sales and client success roles at leading SaaS companies including VMware and Samsara. Amber credits much of her entrepreneurial nature to her grandfather Juan Guerrero who designed, produced and sold his own furniture for 30 years in Houston,Texas.
Amber’s work is rooted in advocacy, emotional intelligence, and creating access to wellness and empowerment for working mothers, professionals, and underserved rural communities. With experience bridging corporate and creative worlds, she’s passionate about helping shape inclusive policy, amplify diverse voices, and strengthen Texas’ small business ecosystem.

Ondrey Lawson
Ondrey Lawson is the Co-Founder and CEO of Phrostbite Italian Ice, a Houston-based mobile dessert company bringing bold, dairy-free frozen treats to communities across Texas. He holds degrees in Engineering and Business and brings over 15 years of experience in enterprise technology and program operations, having led large-scale transformation efforts at several Fortune 500 companies.
At Phrostbite, Ondrey leads strategy, finance, and operations, applying his technical background to streamline supply chains, improve service delivery, and scale the business. Under his leadership, the company has grown into a six-figure business with verticals expanding across catering, pop-ups, and retail. As a small business owner, Ondrey is passionate about supporting small business growth, fostering innovation, and creating generational value through entrepreneurship.

Mia Lawson
Mia Lawson is the Co-Founder and Chief Operating Officer of Phrostbite Italian Ice, a family-run dessert brand serving Houston communities with handcrafted, dairy-free Italian Ice. She holds a B.S. in Communication and Leadership from The University of Texas at Austin and brings nearly a decade of experience in education, communications, and digital media.
In addition to leading product development, marketing, and customer engagement at Phrostbite, Mia is a seasoned educator and former virtual personal assistant, where she supported entrepreneurs through social media strategy, brand building, and event coordination. Her skills in relationship management, analytics, and storytelling have helped shape Phrostbite’s vibrant brand identity and loyal customer base. As a proud small business owner, Mia is dedicated to advancing equity, uplifting women-led ventures, and fostering creativity in every scoop.

Matt Wright
Matt Wright is a co-founder in a number of restaurants, coffee shops, and bars in Austin, TX. He made the switch to entrepreneurship from journalism and tech in 2013 with Wright Bros. Brew & Brew, one of Austin's first coffee-and-beer concepts–and, yes, with his brother as one of the co-founders. Since then, he's been a part of starting Hold Out Brewing, Better Half Coffee & Cocktails, and the multi-location coffeeshop and bar Little Brother. Serving now in a primarily finance and admin role, Matt enjoys creating systems to handle the complicated financial work that keeps these businesses running while still maintaining a personal touch with his managers and staff.
As part of his organizing around a paid sick leave ordinance in Austin, Matt became a founding member in Good Work Austin, a socially responsible community of local businesses in Austin invested in creating good jobs for all workers, ensuring a quality workplace, and supporting and amplifying the voices of like-minded businesses.
He also enjoys facilitating connections between his businesses and the community, such as the longstanding partnership between Hold Out Brewing and Sage Studios, a non-profit art space in Austin that provides artists with intellectual and developmental disabilities studio space to create and exhibit their work. Day to day, his passion at work is making a really good graph, and he's always interested in talking to other small business owners trying to make better, data-driven decisions.
When not at work, Matt devotes most of his time to his two kids, exploring the incredible food and beverage scene in Austin, and following the San Antonio Spurs.
