Small Business Majority sends letter in opposition of legislation to promote the use of ICHRAs among small businesses

On May 19, Small Business Majority sent a letter to the U.S. House Committee on Small Business in opposition of H.R. 5498, the Small Business Health Options Awareness Act of 2025, which directs the Small Business Administration (SBA) to promote the availability of Individual Coverage Health Reimbursement Arrangements (ICHRAs) to small businesses. 

While Congress must prioritize efforts to expand access to affordable healthcare coverage options for small businesses and their employees, promoting the use of certain employer-sponsored healthcare reimbursement plans, like ICHRAs, would further destabilize insurance markets and disqualify more small business workers from being eligible to claim the ACA’s premium tax credit.
