Terry Gardiner and John Arensmeyer presented at the workshop titled" SHOP Exchanges: Making it Work for Workers". This workshop covered what is in the new proposed exchange regulations and discussed issues to consider when building a small business exchange. Our discussion was informed by lessons learned from existing exchanges and by hearing how state advocates are partnering with business to move forward in often difficult political climates.
