Colorado Director Hunter Railey testified in opposition to HB19-1058. Unlike the previously proposed FAMLI Act, HB19-1058 would not do enough to make accessing paid family and medical leave affordable for most small business owners and their employees. Additionally, it would not do enough to increase access for moderate- and low-income workers who already struggle to save for emergencies or retirement.

The hearing was called by the Colorado General Assembly Education Committee. Hunter's testimony explained how the proposed bill will benefit small businesses by increasing access to affordable, quality child care. The bill will also directly help home-based child care providers.

On December 26, Small Business Majority submitted comments to the U.S. Departments of the Treasury, Labor and Health and Human Services regarding proposed changes to regulations governing the use of health reimbursement arrangements (HRA). The comments argued that HRAs should not be expanded to allow for use in purchasing coverage through association health plans (AHPs) or short-term insurance plans, as these plans do not offer quality coverage and destablize insurance marketplace for other small business owners and their employees.

The bill would standardize disclosure of financing terms offered to small businesses to better inform borrowers about the financial implications of their loan offers, and it would serve as a model for other states to follow to better serve their small businesses.
