The H-1B visa fee hike is the latest government policy to create an uneven playing field for small business, said John Arensmeyer, founder and CEO of the Small Business Majority, a Washington, D.C.-based nonprofit linking over 85,000 small businesses and 1,500 business and community organizations. “Most small businesses earn less than $100,000 per year, so a six-figure fee is a nonstarter for the majority of small firms,” Arensmeyer said in an emailed statement.

“One of the biggest challenges for small businesses is that the playing field on which they operate is uneven. This is especially true for small businesses owned by women and people of color. These under-resourced entrepreneurs sometimes need a helping hand, and legislation that would incentivize investment in the small businesses that need the most support is exactly the kind of policy that our nation’s lawmakers should get behind,” said John Arensmeyer, Small Business Majority Founder and CEO. The bill is endorsed by the Main Street Alliance, and the Small Business Majority.

Without warning, Le’Toya Garland’s landlord tripled the common area maintenance fees she owed on her hip-hop dance studio in Aurora. In June 2024, the $300 to $500 a month she had paid throughout her lease jumped to $1,693. And while she managed to scrape together the funds to cover her new monthly tab — including the $2,900 she already owed in monthly rent — she couldn’t afford what came next: a $9,000 bill for back-charges she’d never been told she had to pay. “It just showed up in our account,” said Garland, who co-owns the School of Breaking.

"Widespread tariffs imposed on most imported goods have caused significant pain for small businesses, as evidenced by Small Business Majority's most recent polling that found 60% are experiencing higher operating costs due to tariffs,” said Alexis D’Amato, Director of Government Affairs at Small Business Majority. “This is no surprise given that 26% of businesses surveyed said they import goods directly, while nearly half said they buy from American suppliers that import from other countries.

Small business owners are struggling to financially plan right now, said Alexis D’Amato, government affairs director at the organization Small Business Majority. “Even if they do need capital, they’re not sure what they need, and they’re not sure how big of a hole they want to dig themselves into if they can’t repay that for any reason,” D’Amato said.

Compliance costs fall particularly hard on small businesses. Even in relatively straightforward cases, ensuring that paperwork is all in order adds to the workload – and larger companies are better equipped to respond by staffing up, said John Arensmeyer, who runs the Small Business Majority, a nonprofit that represents some 85,000 companies.
