The Senate's passage today of the compromise tax package the president drafted with Congress, while not perfect, is a step in the right direction toward bolstering our small businesses and the economy as a whole. The compromise allows us to concentrate on other pressing issues facing America's 28 million small businesses, such as containing skyrocketing healthcare costs and helping entrepreneurs access the capital they need to expand and create jobs.

Reports of partisan gamesmanship blocking the Senate from fixing the 1099 reporting requirement as part of the recent tax cut deal are not only discouraging but also infuriating. We're disappointed there are those in Congress who would turn small businesses success into a partisan issue. There are millions of small business owners who need relief from this provision, which would place an onerous and unnecessary paperwork burden on them if it goes into effect in 2012.

While we feel the tax cuts on the upper brackets should not be extended, as fewer than 3 percent of small business owners earn more than $250,000 per year, the compromise tax package the president struck with Congress enables us to move forward on other vital issues and offers many benefits to America's entrepreneurs.

Today, the four million small businesses eligible for a tax credit under the Affordable Care Act received useful tools and information to help them claim the much-needed credit. The IRS's new guidance is timely, as millions of employers continue to struggle with the high cost of health insurance.

These instructions, which explain how to claim the credit for the 2010 tax year and clarify some of the more complex parts of the provision, will help small business owners better navigate the tax filing process and ensure they get the maximum benefits under the law.

The Senate's failure today to pass legislation that would fix the 1099 reporting requirement in the Patient Protection and Affordable Care Act is a blow to small businesses that are looking for relief from a provision that would unnecessarily bog them down in paperwork if it goes into effect in 2012.

The Affordable Care Act has tremendous benefits for small businesses, particularly the tax credits and health insurance exchanges. But the 1099 provision, which has nothing to do with healthcare reform and was included only as a revenue-raising measure, works against them.
